Cyberspace is a global phenomenon and is not controlled by any country or
international body. The lack of control does not mean anarchy. Hence, the Internet regulations as well as the ethical principles adapted to cyberspace, which
is composed of the technologies and network, are developed. For each of these
areas similarly, although a different ethical principles were constructed. The codes of ethics were developed for information technology. And for the networks,
that means for ordinary users, a specific ethical Decalogue were created. The
construction of ethical norms for cyberspace is an important task that requires
deep thought.
