Abstract. Rights of the citizen as a party in the administrative proceeding to access
information. The article discusses rights of the citizen as a party in the administrative proceeding to access information on the factual and legal status of the proceeding held by a public administration institution. Given the inquisitional character
of administrative proceedings, the release of information mainly lies with the public
administration authority as the exclusive body to hold such proceedings. As practice
indicates, adequate access to reliable information often determines the scope of the
procedural powers of parties. The discussion presented in the article concerns statutory regulations enabling access to information as provided in the Constitution of the
Republic of Poland and in the code of administrative proceedings.
