ABSTRACT
The aim of the article is the characteristic of Polish innovation policy. The analysis will be made from the perspective of the national innovation system implemented in Poland since the 90s. As the Polish innovation policy is developed in line with EU guidelines, and is financed mainly from EU funds the attempt is made to assess the adequacy of so-formulated strategy for the Polish economic and social realities. The author questions the effectiveness of the benchmarking mechanism, according to which solutions, e.g. from Finland are transferred to the states of Central and Eastern Europe. Take into account that nowadays, Poland occupies 45th place in the ranking of the Global Innovation Index 2014 after the Baltic countries, the Czech Republic and Slovakia, and even after Bulgaria and Moldova. Nevertheless, the development of innovation and entrepreneurship, cooperation between business and science and the development of information services – are the priorities related to the EU’s financial perspective for 2014–2020. On the implementation of the program in Poland, the European Union will spend 8.6 billion euros, which is more than 35 billion zlotys. In the context of such an impressive financing of the Polish innovation policy it is important to diagnose the conditions accurate for increasing policy effectiveness.
