This article describes the selected elements of the concept of human capital and social
capital, as the essential elements for the resources of the national culture of safety,
including issue of threats.
It is assumed that the issue of social influence is especially connected with the
undertaken issue of importance of human and social capital. This is particularly important
in view of the interpretation of social variables referred to the problem of security.
